          "An Act relating to certain relief concerning motor                                       
          vehicle leases, telephone services, education, utilities,                                 
          state loans, and hunting, fishing, and trapping                                           
          licenses for members of the Alaska National Guard                                         
          deployed to a combat zone; relating to reimbursement                                      
          of premiums for Servicemembers' Group Life                                                
          Insurance paid by members of the Alaska National                                          
          Guard deployed to a combat zone; and providing for
